New Delhi, December 23 (IANS) — The central government has repealed the “no-detention policy” in schools, a move formalized through a Gazette notification issued by the Ministry of Education. This significant policy shift mandates regular year-end examinations for students in the 5th and 8th grades. Students failing these exams will not automatically progress to the next grade. However, they will have a chance to retake the exam within two months; a successful result in the re-exam will ensure their promotion.
Anil Kumar Singhal, Additional Secretary in the Ministry, confirmed this policy overhaul, emphasizing that no student will be expelled before completing primary education. Previously, the No Detention Policy, embedded in the Right of Children to Free and Compulsory Education Act, guaranteed automatic promotion for students up to class 8, regardless of their academic performance. This new regulation aims to enhance accountability, addressing concerns that the earlier policy led to complacency among students and educators.
The Ministry outlined that if students fail the initial exams, they will receive targeted support from their class teachers. Teachers, along with parents, will guide these students by identifying and addressing the barriers to their academic success. Furthermore, principals will maintain a roster of students retained due to exam failures. These students will receive expert intervention, and their progress will be closely monitored to ensure their overall development.
The Ministry has clarified that these exams will be competency-based, aiming to provide a holistic evaluation of a student’s capabilities rather than rote memorization. The revamped policy seeks to foster a more robust educational structure where students’ academic needs are closely monitored and addressed. The Ministry’s decision reflects a broader intention to instill a culture of meritocracy and robust learning outcomes in Indian schools.
