Groundbreaking Reform: Assam Government’s Compassionate Prisoner Compensation Policy Unveiled
In a significant move to enhance accountability and ensure justice, the Assam government has introduced a compensation policy for the families of prisoners who die under unnatural circumstances. Approved by the state cabinet, the policy provides a one-time compensation to the legal heirs or next of kin (NOK) based on the cause of death: Rs 2 lakh for deaths due to prisoner quarrels, Rs 3 lakh for deaths resulting from torture or beatings by prison staff, Rs 4 lakh for deaths due to negligence by prison staff or medical personnel, and Rs 3 lakh for suicides.
The decision was made following a cabinet meeting held on Saturday, December 7, reinforcing the government’s commitment to uphold human rights within the prison system.
Additionally, the Assam government has greenlighted the formation of the Barak Valley Development Department, signaling a focused effort toward rapid infrastructure development and employment generation in the Cachar, Sribhumi, and Hailakandi districts. This strategic move aims to bolster the economic growth of the region by ensuring targeted development initiatives are effectively implemented.
In a bid to support farmers and promote the use of clean energy, the cabinet also approved a Production Linked Incentive (PLI) of Rs 2 per litre for ethanol production. This incentive, set for a duration of three years, is designed to support three grain-based ethanol manufacturing units within Assam, thus encouraging the transition to eco-friendly energy alternatives.
These initiatives underscore the Assam government’s dedication to fostering economic development, environmental sustainability, and human rights within the state, marking a progressive step forward in its policy framework.
