In an effort to ensure proper protocol and respect for public representatives during district visits, the Uttar Pradesh government has issued over a dozen directives to bureaucrats over the past two years. These guidelines emphasize respectful treatment and have repeatedly been highlighted through various orders and reminders, addressing issues like seating arrangements that reflect the stature of Members of Parliament (MPs) and Members of the State Legislature (MLAs).
Key instructions include arranging “decorated” seating, ensuring officials save representatives’ contact details, and mandating prompt response to their calls. Specific details even dictate that seating for public representatives should be equivalent or superior to that of officials.
The recent reminders, referencing orders from as far back as October 3, 2023, instruct District Magistrates and Divisional Commissioners to ensure all government orders are strictly adhered to. These protocols also include welcoming representatives with appropriate gestures such as standing and offering water, and a polite farewell, reaffirming their recognized status in the ‘Subsidiary Warrant of Precedence.’
An order from the Parliamentary Affairs Department, dated October 7, 2024, stresses compliance with previous orders, notably addressing complaints by public representatives about inequitable seating at meetings. Public representatives highlighted that they were often given less preferential seating than officials, a practice deemed objectionable and disrespectful to their status.
These directives come in response to persistent grievances from both opposition and ruling party representatives, who have expressed dissatisfaction with the treatment they receive from district-level officials. The Uttar Pradesh government continues to reinforce these protocols to foster a respectful environment and better cooperation between bureaucrats and elected officials during their official interactions and district-level engagements.
