Empowering Change: Urgent Call for the Disability Rights Movement in Assam | Guwahati News

In Guwahati, as various sectors evolve, individuals with disabilities face challenges regarding their inclusion and participation. Barriers in employment, education, and insufficient government support have led to uncertainties for these individuals. Families of persons with disabilities (PwDs) endure financial hardships, sparking protests for better pension provisions and a four percent job reservation in Assam’s public and private sectors. According to the 2011 census, PwDs make up 1.8% of Assam’s population. This year’s International Day for Persons with Disabilities focuses on “Amplifying the Leadership of Persons with Disabilities for an Inclusive and Sustainable Future,” presenting an opportunity for substantial advocacy. Disability organizations stress the need for Assam to shift from welfare-based approaches to creating comprehensive educational, employment, and leadership development plans. While the state has allocated 1.2% of its budget for disability welfare, activists question the effectiveness of these funds, highlighting schemes like Orunodoi that provide financial help but fall short of addressing broader needs.

In education, 35% of disabled children in Assam have never attended school, underscoring significant accessibility issues. Advocates call for free, compulsory education up to age 18 and a 5% reservation for students with disabilities in all state-recognized schools. Ketaki Bardalai of Shishu Sarothi points out gaps in service provision, noting that many services are confined to urban areas and focus largely on charity rather than rights realization. The broader call from disability advocates is for policies that ensure substantial support and resources, empowering PwDs and fostering inclusivity in line with global disability rights advancements.

Overall, there is a pressing demand for Assam to ensure that its development trajectory includes and supports the rights and needs of PwDs for a more equitable society.
