North East Regional Civil Service Conference Opens in Kohima
KOHIMA, NOVEMBER 12: The North East Regional Civil Service Conference, organized by the All India Federation of State Civil Administrative Service Associations, was inaugurated by Chief Minister Neiphiu Rio in Kohima. Hosted by the Nagaland Civil Service Association (NCSA) at the Regional Centre of Excellence for Music & Performing Arts in Jotsoma, this pivotal gathering united civil service officers from Northeast Indian states, emphasizing regional cooperation and shared governance strategies.
In his keynote address, CM Rio addressed the shortage of Indian Administrative Services (IAS) officers in Nagaland, advocating for greater opportunities for state civil service officers to transition into the IAS. He underscored the unique qualifications of local officers who, deeply connected to Nagaland’s cultural landscape, are well-positioned to enhance administrative efficacy and governance.
Chief Minister Rio also emphasized the significance of unity among Northeast states and celebrated the dedication and resilience of civil servants in tackling regional challenges. Highlighting Nagaland’s multifaceted cultural heritage, with its 17 recognized tribes, Rio noted that this diversity enriches the state but also adds layers of complexity to governance. The Inner Line Permit system and Article 371(A) were cited as crucial elements protecting Nagaland’s customs and identity.
Rio highlighted Nagaland’s distinctive Village Council governance model, which enables consensus-based decision-making, contrasting it with the competitive nature of Panchayati Raj elections. He lauded the vital role civil servants play in implementing this model and addressing grassroots issues.
The conference aims to serve as a platform to tackle common regional issues, spanning administrative hurdles to socio-economic challenges. Sharon Longchari, the event’s chairperson, and S Tainiu, President of NCSA, stressed the importance of bridging the gap between the government and citizens through better civil service engagement. With participation from dignitaries and civil servants across the Northeast, the event reinforced a collective commitment to advancing governance and regional solidarity.
