Empowering Change: Nagaland Govt Passionately Urges FC to Embrace Disability Index for a Brighter Future
In an important meeting in Kohima, Dr. Arvind Panagariya, chairman of the Sixteenth Finance Commission, discussed Nagaland’s financial requirements. The Nagaland government is requesting the introduction of a disability index to account for the increased costs associated with its challenging hilly terrain, which impacts economic activities. During discussions with Chief Minister Neiphiu Rio and other officials, the state government also emphasized the need for capital deficit grants to replace those previously provided by the now-abolished Planning Commission. Additionally, they stressed the need for project-specific grants for critical infrastructure like airports, foothill roads, and hydroelectric projects.
Dr. Panagariya outlined the Finance Commission’s role in advising on resource allocation between the Centre and the states, including the division of funds based on various criteria such as per capita income and forest area. A significant request from the state was to include cesses and surcharges in the pool of divisible resources, addressing a current shortfall in allocated funds. Nagaland further requested an increase in consideration of its forest cover in horizontal distribution criteria, proposing a 15% weightage given its substantial forested areas.
The commission also engaged with various stakeholders including urban and rural local bodies, political parties, and trade representatives during their four-day visit. These discussions aimed at capturing Nagaland’s unique socio-economic landscape and its expectations from the commission. The state’s developmental progress was highlighted, along with a presentation that depicted Nagaland’s economic needs and challenges.
