BSCL’s TRP System Controversy: TV Channels Battle Government Over Unfair Ratings!
In a dramatic development, tensions have flared over the Bangladesh Satellite Company’s (BSCL) Television Rating Point (TRP) system, which has come under fire for its questionable accuracy and significant public expenditure. The story unfolds against a backdrop of political unrest—on August 5 and 6, mobs vandalized broadcasting centers, leading to several TV channels, including ATN News, Asian TV, and Bijoy TV, going off air. Surprisingly, the TRP system still generated ratings, showing ATN News with 2.84 lakh viewers, prompting outrage among television channel owners.
The TRP system is vital for determining viewership and guiding the allocation of advertising funds. However, since its launch in April by BSCL, initially introduced following concerns over foreign services, the system has continuously floundered. Critics are vocal about its costs to the state—Tk 5.7 crore—and operational shortcomings. Presently, the system generates Tk 45.1 lakh monthly but incurs substantial expenses, leading to a financial deficiency. The devices used have a limited lifespan of three years, risking further losses.
Allegations have also emerged regarding the process of procuring devices and software, carried out without competitive bidding, rooted in personal connections, as per BSCL’s records. This led to robust criticisms from the Association of Television Channel Owners (ATCO), which officially called for the system’s abolition, labeling it “unacceptable.”
Amid turbulent episodes, stakeholders argue that BSCL relies on too few measurement devices—200 to 300 compared to the promised 1,500 to 2,000—raising questions about data reliability. ATCO suggests inviting established international providers like Kantar or AC Nielsen for more credible TRP ratings. While the project’s intent was to replace foreign ratings, ATCO’s dissatisfaction remains clear.
Despite assurances of future profitability, the controversy and a call for trusted international firms cast doubt on the current system’s survival and effectiveness, shaping a compelling narrative in the landscape of Bangladesh’s broadcasting industry.
