Meghalaya’s Bold Move: Autonomous District Councils Submit Ambitious Rs 8877.51 Crore Proposal to Finance Commission
Meghalaya ADCs Propose Rs 8,877.51 Crore to 16th Finance Commission for Developmental Needs
In a concerted effort to secure enhanced funding, Meghalaya’s three Autonomous District Councils (ADCs) have collectively submitted a proposal amounting to Rs 8,877.51 crore to the 16th Finance Commission. This initiative follows a crucial meeting between the Meghalaya government and the commission on September 30.
Representing the Khasi Hills Autonomous District Council (KHADC), Garo Hills Autonomous District Council (GHADC), and Jaintia Hills Autonomous District Council (JHADC), the ADCs have outlined their financial requirements for the next five years. Specifically, GHADC seeks Rs 5,042.30 crore, KHADC has requested Rs 2,641.54 crore, while JHADC requires Rs 1,019.60 crore. Additionally, a 2 percent contingency charge, totaling Rs 174.07 crore, has been included in the proposal.
Pyniaid Sing Syiem, the Chief Executive Member (CEM) of KHADC, emphasized the urgency for more untied grants starting from the next fiscal year. These grants are anticipated to catalyze developmental projects and address ongoing issues such as the non-payment of salaries.
The ADCs are also looking for funding allocations from the Ministry of Development of North Eastern Region (DoNER), the North Eastern Council (NEC), or the Ministry of Panchayati Raj.
During the high-level meeting, Chief Minister Conrad K Sangma presented a detailed overview of Meghalaya’s current status and the diverse challenges the state faces. He emphasized the necessity of transforming Meghalaya into an exemplary state, indicating that support from the 16th Finance Commission would be pivotal in realizing this vision.
The comprehensive proposal underscores the ADCs’ commitment to driving sustainable development and addressing critical administrative needs in Meghalaya.
