Reclaiming Trust: Urgent Implementation of Clause 6 of Assam Accord by April 2025
Assam Chief Minister Himanta Biswa Sarma has affirmed the state government’s unwavering commitment to implementing the Justice Biplab Sarma Committee’s recommendations, which were outlined in a report submitted in 2020. This report provides a structured framework for addressing issues related to Clause 6 of the Assam Accord.
“The Justice Biplab Sarma Committee report has clearly outlined specific responsibilities for the state government, and we are fully committed to executing these duties promptly,” stated Sarma on September 29. He noted that the recommendations are divided into three categories: those to be implemented by the state, those necessitating coordination between the Assam and central governments, and those solely for the central government.
Addressing concerns from certain groups suggesting that the central government should spearhead the implementation, Sarma clarified, “We have made the recommendations public, and it is clear that the committee has assigned responsibilities to the state government as well.”
The Chief Minister detailed the government’s implementation timeline, aiming to actualize 52 recommendations by April 2025, while delegating the remaining 17 to the central government. “I will discuss this matter with Prime Minister Narendra Modi and Home Minister Amit Shah to ensure effective collaboration,” Sarma assured.
This decisive commitment comes as significant steps are being taken to address longstanding issues tied to the Assam Accord, with the state government taking an active role in realizing the committee’s recommendations. Sarma’s proactive approach signals a dedicated effort to navigate the complexities of the Accord’s Clause 6 and underscores the collaborative need between state and central bodies to effectuate these plans efficiently.
