Assam Cabinet Approves 12% Ex-Agniveer Quota & Vehicle Greencess
Assam’s Cabinet on Sunday approved a Rs 3,000 green cess on the sale or transfer of ownership of cars more than three years old, alongside measures for environmental protection, employment, road management, urban development and social welfare. The decisions were announced by Chief Minister Himanta Biswa Sarma after the Cabinet meeting at Lok Sewa Bhawan.
The cess will not apply to electric vehicles, CNG-powered vehicles, two-wheelers and three-wheelers. It will also be waived when ownership is transferred from parents to children following their death. Sarma said the revenue raised through the levy would be earmarked for afforestation and other conservation activities.
The Cabinet also approved 12 per cent reservation for Assam-domiciled ex-Agineers in recruitment across 11 categories in the police, APRO, SDRF, Fire and Emergency Services, Forest Guards and Excise departments. The government said the reservation would help attract disciplined, skilled and technology-aware young people to uniformed services.
In a move aimed at improving road infrastructure management, the National Highway component will be separated from the Public Works Department’s Buildings and National Highways wing and transferred to PWD (Roads). The Cabinet also engaged Tata Consulting Engineers Ltd to prepare the detailed project report for the second phase of the Brahmaputra Riverfront Development Project. The proposed phase will extend from Kachari Bazar to the foothills of the Nilachal Hills.
Other decisions included a monthly allocation of Rs 1 lakh under the Chief Minister’s Scheme for Public Emergency to support Madhupur Satra. The Cabinet also approved the Assam Municipal Corporation Election (Amendment) Rules, 2026, allowing the concerned district judge to handle matters relating to municipal corporation elections and streamlining the proceedings.
