The Supreme Court has directed the Central Board of Secondary Education (CBSE) to extend to Class 6 students the relaxation granted to Classes 7, 8 and 9 under the board’s revised three-language formula. Current Class 6 students will not have to take the mandatory CBSE Board examination in the third language when they reach Class 10.
A bench headed by Chief Justice of India Surya Kant, along with Justices Joymalya Bagchi and V. Mohana, issued the direction after considering a transitional arrangement explained by Additional Solicitor General Aishwarya Bhati. Under it, students in Classes 7 to 9 must continue studying the third language but are exempt from appearing for the board examination in the subject.
“There will be no pass or fail. There will only be an appearance certificate,” the court said. The Centre had opposed extending the relaxation to Class 6 students and sought permission to implement the revised formula in the current academic year.
Solicitor General Tushar Mehta told the bench that detailed discussions had taken place following the Supreme Court’s earlier suggestion to exempt the current Class 6 cohort. He said only about 1.2 per cent of the CBSE’s 28,819 schools had yet to put the required facilities in place, while textbooks and other learning materials were available.
Considering the logistical challenges, the court indicated that a “soft launch” of the revised framework could be adopted. It directed that “students of 6th standard may be granted the same exemption as granted to Class 7 students.”
