The Nagaland government on Tuesday reintroduced legislation to create the Frontier Nagaland Territorial Authority (FNTA), withdrawing an earlier version of the Bill that the Assembly had deferred in March amid concerns over its provisions. The revised Frontier Nagaland Territorial Authority Bill, 2026, was tabled on the opening day of the Monsoon Session, and Speaker Sharingain Longkumer said it will be taken up for consideration and passage on Thursday. Members were asked to submit proposed amendments or seek clarifications by 2 pm on Wednesday.
The move follows a tripartite agreement signed in February between the Centre, the Nagaland government and the Eastern Nagaland Peoples’ Organisation (ENPO) to set up the FNTA. The proposed authority is designed to provide a new administrative framework for the eastern part of the state and to address long‑standing demands from the region for greater autonomy and development.
The ENPO, which represents eight tribes across six eastern districts-Mon, Tuensang, Longleng, Kiphire, Noklak and Shamator-has campaigned for a separate state since 2010, citing prolonged neglect and underdevelopment. The organisation later agreed to consider the Centre’s proposal for enhanced administrative autonomy through the FNTA instead of full statehood.
The first version of the Bill was deferred by the Assembly in March after legislators and stakeholders raised questions about the proposed authority’s powers and its constitutional and legal implications. The state government said it held consultations with stakeholders and prepared a revised draft intended to address those concerns.
On Tuesday, Deputy Chief Minister Yanthungo Patton moved a motion to withdraw the earlier FNTA Bill, which the House approved. He then sought and received permission to introduce the revised FNTA Bill, 2026, which was tabled immediately thereafter.
Six Bills were introduced on the session’s first day. Chief Minister Neiphiu Rio introduced four measures-the Nagaland Goods and Services Tax (Eleventh Amendment) Bill, 2026; the Nagaland Goods and Services Tax (Twelfth Amendment) Bill, 2026; the Nagaland Town & Country Planning (Sixth Amendment) Bill, 2026; and the Nagaland Right to Public Services Bill, 2026. Health Minister P. Paiwang Konyak introduced the Nagaland Paramedical Council (Repeal) Bill, 2026. The Speaker said all introduced Bills would be taken up for consideration and passage on Thursday.
