Sikkim CAP Alleges SKM Govt Took Credit for Missing Recovery

The Citizen Action Party (CAP) Sikkim has accused Chief Minister P.S. Golay and Sikkim House of taking undeserved credit for the tracing and recovery of a 38-year-old woman from Rumbuk, West Sikkim, who went missing in the Delhi-NCR area in late July. According to CAP, its national coordinator Pobin Hang Subba and a group of Delhi-based NGOs, working with Noida Police, located the woman and arranged her safe recovery; CAP says it informed Sikkim House and the Resident Commissioner at various points but was not acknowledged. The woman had travelled to Delhi-NCR with two friends on July 15 and remained in contact with family until July 25, after which she was reportedly missing.

An official account released earlier said the Chief Minister, on learning of the case, directed the Resident Commissioner, Sikkim House, New Delhi, to take all necessary steps for the woman’s rescue. Acting on those directions, Sikkim House coordinated with the Uttar Pradesh police and, the statement said, the woman was located and brought to Sikkim House on Monday evening. A video circulated on social media showed the Chief Minister interacting with the woman by video conference and assuring her of state support; officials said her family in Rumbuk was contacted and she was expected to be handed over to them the following day.

At a press meet in Gangtok on Friday, CAP Geyzing district in-charge Pem Dorjee Sherpa strongly disputed the government narrative, saying the recovery resulted from “painstaking efforts” by CAP functionaries, particularly Pobin Hang Subba. Sherpa said Hang acted as a social worker rather than a party operative and accused the state leadership of staging a publicity drive. “They did not even acknowledge the efforts of Pobin Hang and others,” he said, warning that such misrepresentation could discourage volunteers and NGOs from assisting in future humanitarian cases.

CAP’s account gives a detailed timeline: it says Hang informed the Resident Commissioner of the missing person on August 10 while actively searching and that he visited the Noida Police station six times with NGOs and well-wishers. CAP says Hang and his group traced the woman on August 23 and informed the concerned police officer; formalities carried on into the early hours, and she stayed overnight at Hang’s place before being asked to return on August 24 to collect her belongings. Noida Police reportedly arranged a medical examination and later she was taken to Sikkim House. Hang lodged a formal complaint with the Resident Commissioner on August 25, seeking clarification about being denied access to meet the woman at Sikkim House and objecting to the perceived politicisation of a humanitarian case.

Sources say the woman was found at a temple where she had been staying after failing to find work; temple management later assisted her in securing employment. CAP has urged that the contributions of individuals, NGOs and police personnel who worked to trace and assist the woman be publicly acknowledged.
