Assam Orders Mandatory Registration: Coaching Institutes Over 50
The Assam Cabinet has approved the Assam Private Coaching Institutes (Control and Student Mental Health Safeguard) Rules, 2026, Chief Minister Himanta Biswa Sarma said, making registration and new safety and mental-health requirements mandatory for private coaching centres across the state. Under the rules, any private coaching institute enrolling 50 or more students must register with the government, with the District Commissioner of the respective district designated as the competent authority to implement the registration framework.
Registered institutes will be required to renew their registration annually and submit infrastructure safety certificates as part of routine compliance, the Chief Minister said. The rules also require coaching centres to follow prescribed student mental health safeguards and meet infrastructure standards set out in the National Building Code (NBC) and relevant AICTE and UGC norms.
As part of the compliance measures, coaching institutes must provide proof that they have engaged a qualified counsellor to support students’ mental health and well‑being. The regulations explicitly link operational permission to documented mental‑health support and certified building safety.
State officials say the measures are aimed at establishing clear regulatory standards for the private coaching sector while strengthening safety, infrastructure and mental‑health protections for students. If implemented as stated, the rules will create formal oversight of larger coaching centres and set uniform requirements for infrastructure and student support across Assam.
