Parnaik Pushes Routine Public Data Disclosure to Slash RTI Load
Arunachal Pradesh Governor K T Parnaik on Tuesday in Itanagar said routine publication of key public information is the most effective way to boost transparency and cut down on applications under the Right to Information (RTI) Act, an official release said. Parnaik made the remarks when State Chief Information Commissioner Jarken Gamlin called on him at Lok Bhavan.
The Governor urged a shift away from an information-on-demand model toward disclosure-by-default, saying proactive disclosure would strengthen transparency and make governance more citizen-centric. By routinely publishing information, departments can reduce the need for individual RTI requests while improving public trust and service delivery.
Parnaik advised government departments to regularly update essential records on their official websites, including budgets, project progress reports, beneficiary lists, recruitment notices, tenders, land allotments and welfare-scheme details. He said keeping these records current and accessible online would help citizens obtain information quickly and reduce administrative delays.
To support this move, the Governor called for a mission-mode programme to digitise government files, integrate e-Office systems and build searchable digital repositories across departments, enabling faster retrieval and better inter-departmental access to records.
