Opposition Warns: Assam’s Incentivised Industries Fail to Hire Locals
On the opening day of the Budget Session in the Assam Legislative Assembly, opposition MLA Badaruddin Ajmal accused industries receiving state incentives of failing to hire local youth and demanded the government disclose how many Assam residents have been employed by firms benefiting from measures such as GST reimbursement, power subsidies, stamp duty waivers and interest subsidies on working-capital loans. Ajmal raised the issue under Rule 53, pressing for a formal accounting of local hires tied to these concessions.
The MLA alleged that many incentivised units are largely staffed by workers from outside Assam, citing figures that he said show roughly 60% of the workforce in such industries comes from other states. He urged a serious probe into whether the incentives are translating into employment for local youth as intended.
Speaker Ranjeet Kumar Dass supported closer oversight, asking Industries Minister Bimal Borah to carry out periodic checks to ensure companies comply with local-hiring guidelines. In response, Borah said the state government treats the matter seriously and reiterated that the purpose of industrial incentives is job creation for residents of Assam.
The minister pointed to existing rules that, he said, require industries to fill at least 80% of managerial posts and 90% of unskilled positions with local hires. The back-and-forth exposed a growing tension between Assam’s industrial incentive policy and its stated objective of generating employment for local youth, with the opposition pressing for greater accountability and regular monitoring of compliance.
