FCRA Notice to Amit Shah: Urgent Probe and Legal Fallout
Chief Minister Conrad K. Sangma on Sunday met Union Home Minister Amit Shah in New Delhi to press for relaxations and expedited permissions under the Foreign Contribution (Regulation) Act (FCRA) for institutions operating in Meghalaya. Sangma sought special consideration to allow faith-based and social service organisations in the state to receive foreign contributions so they can continue essential services.
Sangma was accompanied by senior church and civil-society leaders, including Presbyterian Church of India Moderator Rev. H.L. Myrsing, Rev. S.C. Diengngan (chairman of PCI’s FCRA sub-committee), Dr. Meyu Changkiri (general secretary, North East India Christian Council), Fr. Teiboklang Kharbani (administrator, Shillong Archdiocese) and Durasal R. Marak (youth director, Garo Baptist Convention), among others. The delegation requested that the Home Ministry consider exemptions, approvals and streamlined registration procedures under the FCRA for Meghalaya-based institutions.
The Chief Minister emphasised that many institutions-religious organisations, social service groups, schools, colleges and hospitals-depend on foreign funding for operations, salaries and maintenance. He argued that delays or denials of FCRA permissions would jeopardise services that communities rely on, including education and healthcare delivery across the state.
Sangma urged the Home Minister to fast-track FCRA clearances and to consider special provisions for Meghalaya’s institutions so funds can be released without further disruption. He warned that, should foreign funding remain blocked and institutions struggle to operate, the state government may need to intervene to prevent service breakdowns. The meeting highlights the growing urgency among Meghalaya’s civil-society and faith organisations to secure predictable funding under current FCRA rules.
