Assam Budget 2026-27: CM’s Five-Year Vision & Major MSME Push
Guwahati, July 5, 2026: Chief Minister Himanta Biswa Sarma said the first budget of the BJP-led NDA government will present a five-year economic plan aligned with the party’s Sankalp Patra, setting the policy direction for Assam through the next half-decade as the state convenes a 21-day budget session beginning July 6, 2026.
Speaking at a press conference after a cabinet meeting on July 5, Sarma said the budget would not focus on a single year but outline a broader vision. “It’s our five-year plan. Just like in 2021, we didn’t speak about one year then but the next five years. The budget will be presenting the five-year plan of the government as per our manifesto,” he said, indicating priorities such as agriculture, renewable power, industry, MSMEs, employment and self‑help groups. “It will be an economic vision for the next five years,” he added.
Ahead of the session, the cabinet cleared the Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operations) Bill, 2026. Under the bill’s provisions, small enterprises will be allowed to commence operations without awaiting government permission for the first three years, provided they file applications in accordance with norms. Sarma said this measure is intended to help small entrepreneurs, stressing the allowance applies to non‑polluting small industries. “They will file the application keeping in with the norms. Irrespective of it reaching the government, they will be able to start their facilities,” he said.
The chief minister also said industry proposals within designated industrial areas will receive all clearances through a single‑window system managed by the Industry Department. Proposals outside industrial estates will still require permits from the relevant departments; the relaxation is specifically for enterprises located inside industrial areas. Sarma noted the change is part of the Assam Ease of Doing Business (Amendment) Act and framed it as a step to reduce administrative red tape.
The government plans to introduce several bills during the budget session, including the Assam Tourism (Development & Registration) (Amendment) Bill, 2026; The Assam Shops and Establishments (Amendment) Bill, 2026; the Assam MSME (Facilitation of Establishment and Operations) Bill, 2026; the Assam Ease of Doing Business (Amendment) Bill, 2026; the Assam Jan Vishwas Bill, 2026; the Guwahati Satellite City Development Authority (GSCDA) Bill, 2026; and the Assam Land and Revenue Regulation (Amendment) Bill, 2026. The package signals a policy push aimed at boosting investment, simplifying business procedures and prioritising job creation across the state.
