Nagaland NSF Panel Assures Equal Opportunity for Stakeholders in ILR
Dimapur, June 25 (MExN) — The Inner Line Regulation Commission (ILRC) of the Naga Students’ Federation (NSF) said on Thursday that it has carried out a transparent and inclusive stakeholder consultation process on implementing the Inner Line Regulation (ILR) in Nagaland, and that all concerned organisations were given equal opportunity to participate. The Commission said it issued official communications and a public notice inviting non-local organisations because the ILR’s implementation affects multiple communities whose views the ILRC said deserve to be heard.
The ILRC reported that it completed day-long interactive consultations with the Marwari Samaj, the Muslim Council and the Bengali Samaj on June 13. According to the statement, these meetings were part of an ongoing programme to gather views, concerns and recommendations from diverse stakeholders before finalising the Commission’s proposals on ILR implementation.
The Commission stressed that any organisation formally notified but choosing not to respond or attend cannot later claim it was denied a chance to present its position. The NSF urged community organisations to accept a responsibility to engage constructively on matters of public importance, saying absence from consultations is a conscious decision for which the organisation alone must bear responsibility.
The ILRC said it will continue the consultation process and will base its recommendations on the submissions and views received from participating stakeholders. It added that the non-participation of any organisation will not reduce the legitimacy or credibility of the consultative exercise.
Reiterating its commitment to inclusion, the Commission emphasised that meaningful dialogue depends on active participation rather than commentary after decisions are drafted. It warned that organisations declining opportunities to engage during the consultations should not expect the Commission to reopen or revise recommendations on the grounds that they were not heard after reasonable opportunities had been provided.
