The Special Intensive Revision (SIR) of Sikkim’s electoral rolls is on schedule, with officials having distributed nearly all Enumeration Forms and digitised more than 84% of records, Chief Election Officer Raj Yadav said on Monday, June 22, 2026. The exercise, which began on May 28, has so far seen 469,512 Enumeration Forms issued and 396,326 forms (84.14%) collected, verified and digitised. Around 21,928 electors (4.66% of the electorate) have been marked uncollectable and may face deletion after verification.

Yadav warned that June 28, 2026 is the final date for submission of Enumeration Forms; electors who miss the deadline risk exclusion from the draft electoral roll due for publication on July 5, 2026. The draft will be shared with recognised political parties and the media before the claims-and-objections process begins, giving affected voters a chance to establish their eligibility.

As of June 22, 52,764 forms remained to be digitised across the state. To meet the June 28 deadline, officials must process at least 8,794 forms per day over the remaining days. Progress has accelerated: in the previous 24 hours alone, Booth Level Officers digitised or marked as uncollectable 29,135 forms, producing a statewide surplus of 20,341 forms above the daily requirement.

District-level pending figures show Gangtok with the highest backlog at 22,898 forms, followed by Namchi (10,817), Pakyong (10,528), Soreng (3,893), Gyalshing (3,084) and Mangan (1,544). Despite these numbers, all six districts are classified as “On Track.” In the last 24 hours, Namchi digitised 9,283 forms against a target of 1,803; Gangtok 6,760 against 3,816; Pakyong 5,645 against 1,755; Soreng 2,328 against 649; Gyalshing 3,598 against 514; and Mangan 1,521 against 257.

Verification rates vary by constituency, with urban areas lagging due to a floating population. As of June 20, Arithang recorded the lowest rate at 50.11%, followed by Gangtok at 53.18%, Khamdong-Singtam 57.38%, Namchi-Singhithang 58.12%, West Pendam 61.40%, Upper Tadong 61.74% and Yangthang 63.83%. Yadav attributed lower urban collection rates to residents being unavailable during house-to-house visits and to migrant workers who remain enrolled in their home states.

Of the electors classed as uncollectable, 8,832 (1.88%) were reported deceased, 2,470 (0.52%) were untraceable or absent, 9,004 (1.91%) have permanently shifted from their registered addresses, 1,530 (0.32%) are enrolled elsewhere, and 92 (0.02%) fall under other categories. Yadav said these figures are based on field verification by Booth Level Officers and may rise as remaining uncollected forms are processed up to the June 28 deadline.

The CEO emphasised that names proposed for deletion will have an opportunity to be restored during the claims-and-objections period by submitting Form 6 with supporting documents. He also noted electors can submit Enumeration Forms online via the Election Commission’s voter services portal in addition to the door-to-door process. On reports of impersonation, Yadav said no official complaints have been received so far and reminded the public that the Election Department has issued advisories warning against impersonation attempts.
