Cabinet Approves Single-Window Homestay Registration — Tourism Boost
The Assam Cabinet on Tuesday approved the Assam Tourism Accommodation (Development and Registration) Rules, 2026, establishing a single-window registration system for hotels, resorts, motels, guest houses, lodges, service apartments, homestays, tented accommodations and heritage hotels across the state. The rules, announced in Guwahati on June 23, aim to streamline regulatory procedures, reduce delays and make it easier to do business in the hospitality sector.
A central feature of the new framework is automatic renewal: registrations will be renewed every three years through the system, removing the need for frequent re‑approvals. Chief Minister Himanta Biswa Sarma, speaking to reporters at Lok Bhawan after the Cabinet meeting, said the measure will “ease compliance requirements for operators and create a more business‑friendly environment for tourism enterprises.”
Homestay operators are singled out for simpler onboarding under the rules. Sarma said they will be able to register via a dedicated online portal and benefit from automatic renewals without lengthy approval processes. He added that the government is preparing a separate policy to support the homestay sector with financial incentives and other assistance, which is expected to be unveiled after the state Budget.
The Cabinet’s decision comes as the state presses to position Assam as an international tourism destination. Sarma noted that the European Union has recently withdrawn restrictive travel advisories relating to Assam, following similar steps by Australia and Japan, and said this is likely to boost arrivals from Europe. According to the chief minister, only the United States and Canada continue to maintain travel advisories for the state.
Improved international air connectivity was highlighted as critical to Assam’s tourism push. Sarma said Air India Express has launched direct flights connecting Guwahati with Dubai and Abu Dhabi, while Druk Air operates international services linking Guwahati with cities such as Singapore and Bangkok.
The state government is also exploring direct air links with Vietnam as part of a broader strategy to expand Assam’s global ties. Officials are examining ways to ease international travel for passengers from Guwahati to North America through Gulf transit hubs, the chief minister added.
Officials said the combined measures — simplified registration, automatic renewals, dedicated homestay support and growing air connectivity — are intended to attract investment in tourism infrastructure, improve ease of doing business in the hospitality sector and develop Guwahati as an international gateway for India’s Northeast.
