Dual-Enrollment Scam in Dhubri Colleges, Assam Sparks Probe Calls
Serious allegations of academic fraud have surfaced in Dhubri district, Assam, where residents and education activists claim a network is facilitating “dual enrollment” that allows some students to secure multiple Higher Secondary credentials and use higher scores from alternative boards to gain college admission. The accusations, which target irregularly fast issuance of senior secondary certificates, have provoked alarm among students, parents and educators and prompted calls for an inquiry by state authorities.
According to the information circulating locally, several candidates who sat the Higher Secondary (HS) final examinations under the Assam State School Education Board (ASSEB) subsequently obtained separate Senior Secondary certificates from open schooling bodies in a matter of weeks or months. One specific case cited alleges that a student from Pramathesh Barua College, who appeared for the ASSEB HS finals, acquired a Senior Secondary marksheet from the Board of Open Schooling and Skill Education (BOSSE), Sikkim, within about a month of the exam process.
Critics say such timelines raise doubts about compliance with academic and procedural norms, including distance-education rules, migration formalities and transfer-certificate verification. Education activists have questioned whether the fast-tracked issuance of alternate certificates is consistent with the eligibility and enrollment requirements of the boards involved.
Parents and students worry that candidates holding alternative certificates with higher scores are occupying seats in the general merit category, possibly disadvantaging those who followed the regular academic route. Local activists have alleged an institutional nexus that may be bypassing standard procedures — for instance, by not properly checking migration records or transfer certificates used during admissions.
“How can a student remain enrolled in a regular institution under one board while simultaneously fulfilling the academic requirements of another board in a different state without proper transfer or migration documentation?” asked an education activist from Dhubri, urging a thorough probe.
Citizens, student bodies and activists are demanding that the state education department and law enforcement agencies conduct a comprehensive audit of recent admissions, verify migration and transfer records, and examine the validity of certificates presented for college seats. Officials from the implicated institutions and education boards have not yet issued a detailed response, and the claims remain subject to verification.
As calls for a transparent investigation intensify, stakeholders say prompt action is needed to protect the integrity of the admission process and ensure equal opportunities for deserving students.
