Kuki Inpi: SIR in Manipur Unacceptable – Urgent Call
Kuki Inpi Manipur (KIM) has described the ongoing Special Intensive Revision (SIR) exercise in Manipur as “unacceptable under the prevailing circumstances,” saying the process risks excluding tens of thousands of displaced people and undermining democratic representation. In a press statement issued from Churachandpur on Thursday, KIM raised concerns about fairness, inclusivity and administrative responsibility tied to the exercise.
KIM information secretary Janghaolun Haokip said the organisation had expected the government to first put in place “adequate and practical arrangements” to enable participation by about 59,000 Kuki‑Zo internally displaced persons (IDPs) who cannot return home to take part in the SIR. “Proceeding with such a critical electoral and administrative exercise without ensuring the participation of a large and vulnerable section of the population undermines the very principles of democratic representation,” Haokip said.
The SIR is an electoral and administrative revision exercise intended to update rolls and records. KIM argues that excluding a substantial and vulnerable population — whether directly or indirectly — makes the revision incomplete and compromises its legitimacy.
KIM has called on authorities to address the displacement-related barriers before moving forward, emphasising that administrative responsibility requires practical measures to ensure full and fair participation. Until such arrangements are made, the organisation said, the SIR in its present form cannot be accepted.
