The United States War Department has signed agreements with eight major technology firms — SpaceX, OpenAI, Google, NVIDIA, Reflection, Microsoft, Amazon Web Services and Oracle — to deploy advanced artificial intelligence inside classified military networks for lawful operational use. The move, announced in an official department release, aims to make the military an “AI-first” force by embedding frontier AI tools into highly secure environments known as Impact Level 6 and Impact Level 7 to speed and improve battlefield decision-making.
The partnerships are intended to let the Joint Force process and interpret data faster, giving soldiers an edge in complex operations. Impact Level 6 and 7 refer to government-designated secure network levels that handle sensitive and classified information; placing AI capabilities inside those environments is meant to preserve security while enabling advanced analytics and automation.
The deals follow a push by the Pentagon to broaden its set of AI vendors after a public dispute with Anthropic over model usage restrictions. According to reporting cited in the release, the Defense Department sought fewer limits on AI use while Anthropic insisted on guardrails to prevent applications such as domestic mass surveillance and autonomous weapons. Anthropic won an injunction in March against the Pentagon’s attempt to label the company a “supply-chain risk,” and the Department has since accelerated diversification of suppliers.
Officials say the initiative is already producing results through the GenAI.mil platform: in five months more than 1.3 million personnel, including civilians and contractors, have used the system, generating millions of prompts and deploying thousands of digital agents. The department reports that tasks once measured in months are now being completed in days.
Military leaders emphasize that the architecture is being built to avoid dependence on a single provider, favoring a range of American technology companies to keep systems flexible and resilient. The strategy is presented as aligning with directives from President Trump and Secretary Hegseth to bolster national defense through domestic innovation.
The War Department framed these partnerships as essential to maintaining U.S. leadership in AI and ensuring warfighters have access to sophisticated tools to meet modern threats, while keeping classified operations protected inside secure networks.
