Papum Pare Launches Urgent Crackdown on Illegal Land Encroachment

The Papum Pare district administration has stepped up efforts to secure government land and check illegal encroachment following a review meeting chaired by Deputy Commissioner Lobsang Tsering at Yupia on Tuesday. The DC directed officials to issue fresh notices and take strict, time‑bound enforcement action against encroachers under existing legal provisions, emphasizing the need for due diligence and adherence to mandatory timelines.

Tsering urged field teams to be proactive in preventing new encroachments and to follow a clear procedural standard when issuing notices. Where formal boundary demarcation is absent, he instructed authorities to adopt an “as‑is‑where‑is” approach, using available records for verification and enforcement to expedite action.

Officials at the meeting flagged several operational challenges, notably the lack of proper demarcation and incomplete base land records in parts of the district, which complicate identification and legal action against encroachers. Estate Officer Tame Yajum told the gathering that pending funds have stalled further demarcation work and requested administrative intervention to release resources so the survey exercise can resume.

SDO Doimukh Kipa Raja stressed the need for re‑verification of land belonging to Rajiv Gandhi University and raised concerns over Land Possession Certificate (LPC) issues in certain locations. ADC Balijan Takar Rava, ADC Kimin Ocean Gao, I/C ADC Sagalee Aying Perme and DLRSO Tenzin Tashi also reported jurisdictional issues and local encroachment challenges.

The administration’s focus on time‑bound notices, record‑based verification, and mobilizing funds for demarcation aims to strengthen land records and enforcement capacity. Officials said these steps are essential to protect public land, resolve certificate discrepancies, and prevent further illegal occupation across Papum Pare.
