Manipur Home Minister Calls to End 5-Day Shutdown, Assures Security

Imphal: Manipur Home Minister Govindas Konthoujam on Sunday urged civil society organisations and protest groups to call off a five-day statewide shutdown that began on April 19, warning the agitation would severely disrupt daily life across the state. The shutdown was called by a Joint Action Committee (JAC) linked to the Tronglaobi incident, together with Meira Paibi groups and other civil society bodies, amid demands for justice after a recent bomb attack.

Konthoujam told reporters at the Chief Minister’s Secretariat that the government has already held three rounds of talks with the JAC and the victim’s family and has reached agreement on most demands, with only a few issues still pending. He said the government outlined measures during a meeting on April 17, including a planned “military crackdown” within two months and the phased replacement of central forces with state forces in affected peripheral areas.

The minister said central forces will be replaced by state forces in the Tronglaobi area of Bishnupur district within two months and in P. Gelmol within a week, while central forces will also be deployed near the Jal Jeevan Mission water supply site at Chingdamba Farmland under Moirang subdivision. Konthoujam urged protestors to withdraw road blockades and other forms of agitation and to accept the bodies of the deceased, currently held in the morgue, so that last rites can be performed.

Konthoujam further said the government has offered a government job to Oinam Mangalngamba, the father of the two children killed in the Tronglaobi attack, aligned with his current position in the Border Security Force; a similar offer has been extended to his wife. He also said authorities are working to apprehend everyone involved in the attack; five suspected members linked to the United Kuki National Army have been arrested so far and investigations continue.

Reiterating an appeal for restraint, the minister warned the shutdown would affect all sections of society and urged the JAC and allied groups to reconsider. The five-day shutdown is being enforced across Manipur until April 23, while protestors have set an additional deadline of April 25 for the arrest of all those responsible, warning of stronger agitation if their demands are not met. Key JAC demands include arrests of perpetrators, a crackdown on suspected Kuki militants, replacement of central forces in peripheral areas by state forces, and a judicial inquiry into alleged negligence by personnel of the 8th Battalion CRPF at P. Gelmol and the 2nd Battalion Jammu and Kashmir Light Infantry at Tronglaobi.
