Guwahati, April 11 — Assam has formally objected to being allocated surplus electricity from the Subansiri Lower Hydroelectric Project, warning that the move could raise power bills for consumers in the state. At the latest meeting of the North Eastern Regional Power Committee (NERPC), officials from Assam Power Distribution Company Limited (APDCL) told members that the current allocation arrangement would impose an undue cost burden and asked to be released from the surplus allocation.
APDCL representatives argued that taking on excess generation from Subansiri — beyond the state’s immediate demand — would translate into higher procurement costs, which could eventually be passed on to end users. They urged NERPC and other regional stakeholders to revisit the allocation formula and allow Assam to exit the surplus share it has been assigned.
The issue highlights tensions that can arise when large centralised hydropower projects come online: states must balance securing reliable supply with avoiding commitments that raise average supply costs. APDCL framed its request as a consumer-protection measure, saying Assam should not be forced to absorb additional financial risk from surplus power allocation.
The matter was raised for discussion at the NERPC meeting; officials said the committee would take the concerns on record and consider next steps. Assam’s move could prompt a review of how surplus generation from regional projects is allocated among northeastern states and whether compensation or reallocation mechanisms are needed to shield consumers from sudden tariff pressures.
