
Wokha Crackdown: Strict Noise Pollution Rules — Violators Fined
The Wokha district administration on Tuesday ordered the strict enforcement of the Noise Pollution (Regulation and Control) Rules, 2000, across the district with immediate effect, following directives from the National Green Tribunal (NGT), the Central Pollution Control Board (CPCB) and the Nagaland Pollution Control Board (NPCB). Issued under the “polluter pays” principle, the order sets out a scale of penalties and compensation for violations and calls on the public, event organisers and businesses to comply to protect public health and preserve peace and tranquillity.
The order makes clear that the use of loudspeakers and public address systems now requires written permission from the district administration. Their use is strictly prohibited between 10 pm and 6 am and in designated silence zones; violators will face a fine of Rs 10,000 and immediate seizure of the equipment.
Diesel generator sets must meet prescribed noise standards or face penalties: Rs 10,000 for sets up to 62.5 KVA, Rs 25,000 for sets between 62.5 and 1,000 KVA, and Rs 1 lakh for sets above 1,000 KVA, in addition to sealing of the equipment. Sound-emitting construction machinery is banned at night in residential areas and silence zones, with offenders liable to a Rs 50,000 fine and seizure of equipment.
The order reiterates the Supreme Court’s time limits for bursting firecrackers and bans their use in silence zones and during nighttime hours. It also establishes escalating penalties: fines will be doubled for a second offence and tripled for a third, after which permission to operate the equipment or premises may be permanently withdrawn.
District police and designated enforcement authorities have been directed to keep strict vigil and impose penalties without exception. The administration urged all stakeholders to follow the regulations to ensure a healthier, quieter environment in the district.
