Amit Shah to Introduce Landmark Umbrella Bill for CAPFs in Rajya Sabha
Union Home Minister Amit Shah will introduce in the Rajya Sabha on Monday the Central Armed Police Forces (General Administration) Bill, 2026 — an “umbrella law” aimed at standardising recruitment, deputation, promotion and other service conditions for officers of the country’s central armed police forces (CAPFs), the House’s List of Business shows. The move covers the CRPF, BSF, ITBP and SSB and is intended to create a common framework across forces that are currently governed by separate Acts and rules.
Under the bill, appointments of Indian Police Service (IPS) officers to CAPF posts would be regulated by fixed deputation quotas: half of the posts at the rank of Inspector General would be filled by deputation, while a minimum of 67% of posts at the Additional Director General rank would be filled the same way. The legislation further proposes that the senior-most posts — Special Director General and Director General — be filled exclusively by deputation.
Currently, each CAPF has its own statute and accompanying rules that govern recruitment and conditions of service for Group A General Duty Officers and other ranks; the new bill seeks to harmonise those provisions under a single law. The proposed legislation follows a Supreme Court development: in October last year the court dismissed the Centre’s plea for review of a 2025 judgment that had directed a reduction in IPS deputation to CAPFs and ordered a cadre review within six months.
Proponents say the bill will provide uniformity in administration and career management across CAPFs; opponents may raise concerns about the impact on state policing cadres and CAPF autonomy. (PTI)
