NHRC Orders CBI Probe, Rs 10 Lakh Compensation in Chakma Girl’s Death
The All India Chakma Students’ Union (AICSU) has welcomed a recent direction from the National Human Rights Commission (NHRC) recommending that the Central Bureau of Investigation (CBI) take over the probe into the death of a minor Chakma girl who was allegedly employed as a live-in domestic worker in Roing, Arunachal Pradesh. The NHRC’s move follows a complaint filed on behalf of AICSU raising serious concerns about illegal child labour, possible human rights violations, and procedural lapses in the local investigation.
After examining the findings of its Investigation Division, the NHRC observed that the girl, reported to be around 13 years old, had been engaged in domestic work in breach of the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986, and the Juvenile Justice (Care and Protection of Children) Act, 2015. The commission took note of apparent shortcomings in the initial probe carried out by local authorities.
To ensure a fair, independent and child-sensitive inquiry, the NHRC recommended transferring the investigation to the CBI. The Commission also issued a show-cause notice to the Chief Secretary of Arunachal Pradesh, asking why monetary compensation of ₹10 lakh should not be recommended for the deceased child’s next of kin for violation of her human rights.
In addition to the CBI referral and compensation notice, the NHRC directed the state government to initiate criminal proceedings against those allegedly responsible for the illegal employment. It called for a departmental inquiry into the conduct of officials who may have failed to discharge their duties and urged strengthening enforcement of child protection laws and monitoring mechanisms in the state.
Welcoming the NHRC’s directions, AICSU described the step as significant for ensuring justice and accountability. The organisation urged the Arunachal Pradesh government to comply fully with the Commission’s recommendations and to ensure that the investigation proceeds without delay.
