The second phase of Parliament’s budget session is due to begin on Monday, March 9, and the Lok Sabha is already witnessing heightened political tension amid intense speculation that debate could open with a motion to remove Speaker Om Birla. Opposition leaders say the removal proposal may be taken up at the session’s start, prompting major parties to mobilize their members.
Both the Bharatiya Janata Party (BJP) and the Congress have issued whips to ensure full attendance of their MPs. Sources say the BJP has issued a three-line whip — the strictest instruction to party MPs to be present — for March 9 and 10. The Congress has issued a whip covering March 9 to 11, signalling both camps expect contentious proceedings in the house.
Trinamool Congress, however, has not yet taken a formal position on the matter, and party sources say no decision has been made so far. That absence of a firm stance underscores divisions within the broader opposition camp over the strategy to press the Speaker’s removal.
Last month, during the first phase of the budget session, a group of opposition parties led by Congress submitted a notice demanding Speaker Om Birla’s removal. The notice was reportedly signed by about 118 MPs. Under parliamentary rules, bringing a formal removal motion against the Speaker requires the backing of a specified number of members before it can proceed to debate.
Opposition parties accuse the Speaker of biased conduct in running the proceedings of the Lok Sabha and of denying them adequate opportunities to speak. Those allegations form the basis of the push to initiate the removal process, the opposition alleges. Notably, none of the Trinamool Congress MPs reportedly signed the notice, a fact political observers say points to a lack of unanimous opposition unity.
Political analysts warn that the start of the budget session’s second phase could see intense confrontations on the floor of the Lok Sabha. How far the dispute over the Speaker will go, and what effect it may have on the functioning of Parliament during the crucial budget period, will be closely watched in the coming days.
