The District-Level Viksit Bharat Youth Parliament 2026 was held at Zunheboto Government College (ZGC) on March 5, where speakers reflected on the lessons of the Emergency and called for renewed protection of democratic values and institutions. Organised under the aegis of the Ministry of Youth Affairs and Sports, Government of India, the programme took place under the theme “50 Years of Emergency: Lesson for Indian Democracy.”
Speaking as special guest, Y Mughaho Zhimo, Senior Sub-Divisional Education Officer (SDEO), Zunheboto, warned that democracy is both precious and fragile and must be actively safeguarded. He said democracy is not merely about elections but about protecting freedoms, including freedom of speech and expression and the freedom to question authority — rights he stressed must never be taken for granted.
Zhimo underlined the importance of strong, independent institutions as the backbone of a functioning democracy, naming Parliament, the judiciary, the media and civil society as pillars whose weakening affects the entire democratic structure. Citing the 1977 general elections, he said the peaceful transfer of power reaffirmed that ultimate authority rests with the people and strengthened faith in the Constitution.
Addressing youth in attendance, Zhimo argued that national development should be measured not only by GDP, infrastructure or technology but also by citizens who are fearless, well-informed and active participants in democracy. He urged young people to ask questions, engage in meaningful dialogue, respect differing opinions and stand firm for constitutional values. “The Emergency is not a chapter meant to create division, but to build awareness,” he said, adding that it teaches vigilance, responsibility and the need to balance power with accountability. He asked participants to let the Youth Parliament inspire leadership rooted in ethics, integrity and constitutional commitment.
Special invitee Kakiho Achumi, councillor of Zunheboto Town Council, spoke on the vision of Viksit Bharat 2047, calling for a collective effort to transform India into a strong, inclusive and sustainable nation by the centenary of independence. Highlighting Nagaland’s culture, heritage and natural beauty, Achumi said the state can play a meaningful role in national growth and urged investments in quality education, skill development, infrastructure, digital connectivity and sustainable tourism. He stressed that development must not come at the cost of identity and underscored preserving indigenous culture, language and traditions.
The programme was chaired by Hurato Rhakho, NSS programme officer and assistant professor of geography at ZGC, with Vice Principal H Jekugha Sema welcoming the gathering. In the Youth Parliament session, Veto S Achumi finished first, Mughaka Chishi took second and Isakali G Yeptho placed third; Assutoli Aye Shenunu and Aloino Kappo were fourth and fifth respectively. The event was organised by NSS programme officers Tsuham T Lam, Roselin C Chang, Rampauding Chuilo and Hurato Rhakho.
