CM Pema Khandu Unveils Bold Arunachal Development Plan

Itanagar, March 2 — Arunachal Pradesh Chief Minister Pema Khandu said the state has no homegrown insurgency and urged the state government to take primary responsibility for addressing security and administrative challenges. Speaking at the inaugural session of the state-level conference of Superintendents of Police and Commandants at the DK Convention Centre, he said, “We cannot remain dependent on the Government of India for everything,” and called for local ownership and prompt action.

Khandu praised the Arunachal Pradesh Police for neutralising attempts to revive insurgency under the name United Tani Army (UTA). He urged strengthening the Special Task Force, increasing training and manpower, and improving coordination with central armed forces, including the Assam Rifles.

Emphasising Arunachal’s strategic position, the Chief Minister noted the state shares international boundaries with Bhutan and Myanmar and a border with Tibet. He warned of continued risks of extortion and drug trafficking linked to cross-border insurgent influence, particularly in Tirap, Changlang and Longding districts, and stressed the need for heightened vigilance and correct official referencing in correspondence.

Khandu pressed for a shift to conviction-oriented policing, saying “Arrests alone are not enough,” and pointing to a reported conviction rate of about 30 percent. He asked police to coordinate with the Law and Judiciary departments to identify gaps, secure the “golden hour” for preserving evidence, and augment manpower at the State Forensic Science Laboratory.

Technology and modern crime-fighting tools were a recurring theme. The Chief Minister called for stronger cyber capabilities, digital forensics, AI-driven policing and enhanced narcotics control, and urged activation of official police social media channels. He proposed a dedicated social media team under the Director General of Police and asked district SPs to use official platforms responsibly so “the public must know the good work done by the police.”

Khandu hailed the police for achieving 100 percent training coverage and implementing initiatives such as e-Suraksha, e-Summons, ICJS integration, Nyay Shruti and deployment of mobile forensic vans. He congratulated Roing Police Station for winning the Best Police Station Award 2025 and highlighted major achievements including the destruction of around 16,000 acres of illicit poppy and cannabis cultivation, registration of hundreds of NDPS cases, significant narcotics seizures and the dismantling of an inter‑state vehicle theft syndicate.

Welcoming the new DGP S.D. Singh Jamwal, Khandu described him as an experienced officer with substantial central deputation experience and expressed hope for a stable tenure to implement a clear vision. He said recommendations from the conference would be supported with financial allocations in the upcoming budget and urged officers to submit compliance reports and hold district-level orientation meetings to ensure outcomes reach the grassroots.

Home Minister Mama Natung, Advisor to Home Department Mutchu Mithi, Chief Secretary Manish Kumar Gupta, DGP S.D. Singh Jamwal and senior police, CAPF and civil administration officials attended. The conference was organised as a follow-up to the 60th All India Conference of DGPs recently held in Raipur.
