Scandal: Nagaon DC Disqualifies GP Member Over Forged HSLC Certificate
The Office of the District Commissioner, Nagaon, has disqualified and removed Ajmal Khan — the elected GP member for Ward No. 1 of Dhingbori Chapori Gaon Panchayat under Juria Development Block — after finding he submitted a forged HSLC certificate during nomination ahead of the Panchayat Election 2025. The District Commissioner’s order, dated February 24, 2025, declared the seat vacant with immediate effect and said the decision would come into force forthwith.
The order says the action followed a complaint by Saddam Hussain that Ajmal Khan produced a fake HSLC certificate while filing nomination papers. That complaint was forwarded to the Chief Executive Officer of Nagaon Zilla Parishad for a detailed enquiry. During the enquiry, the Principal of Kaoimari High School informed investigators that the HSLC certificate — bearing Roll No. B05-557 and No. 3114 and purportedly in the name of Md. Ajmal Khan — was not genuine and had not been issued by the school. The enquiry report further records that Ajmal Khan reportedly admitted in writing during the hearing that he had not passed the HSLC examination and had obtained the certificate through an intermediary.
After examining records and the enquiry report submitted by the Deputy Chief Executive Officer of Nagaon Zilla Parishad, the certificate was officially declared forged. The District Commissioner noted the conduct violated Section 111(2)(b) of the Assam Panchayat Act, 1994, read with Rule 62(2) of the Assam Panchayat (Constitution) Rules, 1995, and indicated the case could attract criminal liability for forgery and submission of false declarations.
Exercising powers under the cited provisions, the District Commissioner ordered Ajmal Khan’s immediate disqualification and removal from office and directed that the seat be treated as vacant. Local authorities reiterated that strict action will be taken against any candidate found to have submitted forged documents during elections.
