As competition with China escalates, Washington is leveraging a key element of American soft power: the Peace Corps. In a recent announcement, the White House unveiled the “Tech Corps” initiative within the Peace Corps, aimed at enhancing U.S. global influence in artificial intelligence (AI) and assisting partner nations in adopting advanced systems. This innovative program will recruit volunteers with technical expertise to apply American AI solutions to real-world problems, focusing on areas such as education, health, agriculture, and economic growth.
The Tech Corps will function similarly to the traditional Peace Corps, which has long sent Americans abroad to support development projects. By targeting individuals with backgrounds in science, technology, engineering, and mathematics (STEM), the initiative aims to provide crucial “last-mile” support, ensuring successful AI integration in participating countries. A dedicated website for the Tech Corps has already launched and is accepting applications on a rolling basis.
Volunteers will be deployed to nations involved in the U.S. AI Exports Program, established under an executive order from the Trump administration to bolster American dominance in advanced technologies. While the full list of participating countries remains undisclosed, India is anticipated to be a key player, recently welcomed by the Commerce Department. Michael Kratsios, director of the White House Office of Science and Technology Policy, introduced the Tech Corps at the inaugural India AI Impact Summit 2026 in New Delhi.
During the summit, Kratsios emphasized that improving access to U.S. AI technologies is vital in narrowing the gap between developed and developing economies. He stated, “Real AI sovereignty means owning and using best-in-class technology for the benefit of your people.” AI sovereignty refers to a nation’s ability to independently develop and govern its AI systems, aligning them with its legal and strategic frameworks.
The summit also showcased significant commitments from American tech companies in strengthening India’s AI infrastructure, building upon billions previously pledged. Richard E. Swarttz, acting director of the Peace Corps, highlighted the initiative’s potential, asserting, “AI is the future, and as the undisputed world leader in AI technology, the United States, through the Tech Corps, will be at the forefront of delivering these benefits.”
Tech Corps volunteers will serve abroad for periods ranging from 12 to 27 months or participate in virtual placements, with on-ground deployments slated to commence in fall 2026. Similar to traditional Peace Corps volunteers, those in the Tech Corps will receive housing, healthcare, a living stipend, and service awards upon completion.
In addition to the Tech Corps, the White House introduced other initiatives during the India AI summit, including the National Champions Initiative. This program aims to integrate leading foreign AI companies into tailored American AI export frameworks. The White House underscored the importance of enabling partner nations to cultivate their tech industries, noting, “We recognize that partners need the chance to build their native technology industries.”
Furthermore, new initiatives will assist partner countries in overcoming financial obstacles when importing American AI technologies, leveraging organizations such as the World Bank and the U.S. International Development Finance Corporation.
As the U.S. positions itself for a pivotal role in the global AI landscape, the Tech Corps represents a strategic effort to foster cooperation and technological advancement while countering the influence of Chinese tech in developing nations.
