Assam Man Arrested in Shocking Roi Roi Binale ‘Piracy’ Case
A man has been arrested in Guwahati for his alleged involvement in the piracy of the Assamese film “Roi Roi Binale,” directed by Zubeen Garg. The arrest came four days after the film’s director and producer reported the matter to the Cyber Police Station. The suspect, Rofiqul Islam, hails from Lakhimpur in Goalpara district. He is accused of recording the film inside a cinema hall and subsequently uploading it to his YouTube channel, “Rofiqul R Vlogs.” A lower court has remanded him to police custody for three days following the arrest.
Islam faces several serious charges including criminal conspiracy, promoting enmity between groups on religious grounds, theft, and cheating under the new Bharatiya Nyaya Sanhita (BNS) of 2023. Additionally, he is charged under Sections 6AA, 6AB, and 7 of the Cinematograph Act, 1952, along with relevant sections of the Information Technology Act, 2000.
Section 6AA of the Cinematograph Act specifically prohibits the unauthorized use of recording devices to capture or distribute films illegally. This provision was introduced in a 2023 amendment aimed at tackling film piracy and carries strict penalties, which may include imprisonment and fines. The government also has the authority to compel online platforms to remove pirated content.
Similarly, Section 6AB of the Cinematograph Act forbids the unauthorized public exhibition of infringing copies of films for profit in unlicensed venues, alongside infringing copyright. Violating this section can result in a minimum of three months and up to three years of imprisonment, along with fines starting at ₹3 lakh, which can go up to 5% of the audited gross production cost.
Rajesh Bhuyan, the film’s director, expressed his frustration to the media, stating that they were left with no choice but to file a complaint. They discovered numerous YouTube channels and fake Facebook profiles that were illegally uploading full copies of the film.
