U.S. Transportation Secretary Sean P. Duffy and FAA Administrator Bryan Bedford recently addressed a press conference at the Department of Transportation Headquarters in Washington, D.C., regarding the Federal Aviation Administration’s (FAA) decision to cut flight capacity by 10% at 40 major airports. This move, aimed at managing air traffic controller shortages during the ongoing federal government shutdown, could significantly impact airfreight deliveries right as the peak shipping season approaches.
The FAA’s directive will result in thousands of flight cancellations daily, a situation that poses challenges for logistics companies reliant on efficient air cargo transport. “Air cargo depends on every part of the aviation ecosystem working in sync,” said Brandon Fried, Executive Director of the Airforwarders Association. “When capacity is cut and federal employees are stretched thin, the supply chain slows down. The longer this shutdown continues, the worse it will get.”
The airports most affected include key hubs in New York and New Jersey-JFK, LaGuardia, Newark, and Teterboro-as well as major locations in Atlanta, Chicago, Denver, and Los Angeles. The FAA justified the cuts as necessary due to staff shortages exacerbated by circumstances related to the government shutdown. National Air Traffic Controllers Association President Nick Daniels mentioned on CNBC’s “Squawk Box” that recovery from these impacts could take “weeks.”
While some major freight carriers like UPS, FedEx, and DHL can potentially reroute flights to regional airports, limitations exist. “Not all regional airports can handle the volume of freight,” cautioned Anthony Pizza, Vice President of Commercial at AGS, an international freight forwarder. He noted that freight carriers may need to consolidate flights to manage the reduced capacity effectively.
Airfreight, despite accounting for only about 1% of total shipped goods by weight, is crucial for high-value and time-sensitive items like pharmaceuticals and electronics, with nearly 35% of air cargo falling into these categories. Mike Short, President of Global Forwarding at C.H. Robinson, highlighted the importance of air transport for “automotive production components, semiconductors, medical devices, and defense materials.” These sectors are particularly vulnerable to delays and disruptions.
In light of the impending capacity reductions, C.H. Robinson is proactively implementing contingency plans, including shifting some shipments to ground transport. “We are exploring how existing inventory can fill gaps caused by the shutdown,” said Short. “Our technology helps track critical items to keep production lines moving.”
Logistics companies are closely monitoring the situation. DHL announced it is evaluating the impact on cargo operations but awaits further operational details from the FAA. The timing is especially crucial, as the reduction comes during a peak period for air freight, with rising demand observed in light of recent trade discussions between the U.S. and China. Freightos Chief Marketing Officer Eytan Buchman noted, “Air rates from China to the U.S. have surged by 17%, reflecting strong demand for holiday-season air freight.”
Despite these challenges, international flights remain unaffected for now. However, SEKO Logistics Chief Commercial Officer Brian Bourke warned that any domestic capacity changes could have widespread implications across the global supply chain.
Amazon, primarily using its ground network for domestic deliveries, expressed confidence in minimizing disruptions. “We expect minimal impact on customer deliveries and are working closely with our partners to implement contingency plans,” said Terrence Clark, an Amazon spokesperson.
As the situation unfolds, logistics professionals will continue to seek solutions to mitigate the effects of these FAA capacity cuts on air freight.
