Unlocking Peace: Insights from the Amsterdam Communiqué on Indo-Naga Solutions
NSCN (IM) General Secretary and Ato Kilonser Th Muivah emphasized the non-negotiable nature of the Naga national flag and constitution during a civic reception in Senapati on October 29. He asserted that the Amsterdam Joint Communiqué (AJC) from July 11, 2002, and the Framework Agreement (FA) from August 3, 2015, have been pivotal in shaping the political foundation for a successful Indo-Naga peace process between the Government of India (GoI) and the NSCN, which represents “Nagalim-past, present, and future.”
Muivah stressed the importance of recognizing Nagalim’s unique historical context, maintaining that the military conflict originated not from the Nagas but from actions taken by the GoI. He noted that from 1946 to 1955, the Nagas did not retaliate against Indian soldiers despite severe provocations and ultimately resorted to a resistance movement only when pushed to the brink. He highlighted that the GoI has since acknowledged Nagalim’s unique status, affirming that it is neither a part of India nor Myanmar.
The NSCN (IM) leader insisted that the Indo-Naga conflict is fundamentally political, distancing it from being an internal matter for India or Myanmar. He reiterated the sentiment that sovereignty belongs to the people of Nagalim, which incorporates the Naga national flag and constitution as key identifiers, underscoring their integral role within the FA’s framework.
Muivah noted that the FA acknowledges the sharing of sovereign powers between parties and emphasizes the independence of Nagalim’s governing documents from those of India and Myanmar. He reiterated that Nagalim is sovereign in managing its own affairs, maintaining a position outside the control of both nations.
Moreover, Muivah declared that any political settlement reached will be inclusive of all Nagas who uphold core principles of sovereignty, unique historical identity, and territorial rights. He highlighted the late NSCN (IM) Chairman, Isak Chishi Swu, and his commitment to the FA, which he urged should not be violated.
While praising the NSCN/GPRN for their longstanding negotiations over nearly three decades, Muivah accused the GoI of attempting to undermine the FA by dismissing the significance of the flag and constitution. Reminding attendees that these symbols are non-negotiable, he described them as essential for establishing a lasting and peaceful relationship between the Naga people and the Indian government.
Muivah also warned against what he called the government’s “divide and conquer” tactics, lamenting that some Nagas have become pawns within this strategy. He asserted that the NSCN (IM) does not recognize any agreements made within the Indian Constitution and labeled anyone distorting the AJC or FA as traitors.
Furthermore, he acknowledged the sacrifices made by southern Nagalim in favor of Naga sovereignty, associating it with their refusal to adopt a subservient mindset. He cited historical resistance against British colonial rule and noted that the NSCN/GPRN has established the Jadonang Brigade to honor Haipou Jadonang’s contributions.
Muivah recalled the Naga National League’s (NNL) significant role in resisting artificial state borders set by colonial forces and post-colonial entities. He indicated the NNL’s impact in 1948, including the “No Tax Campaign,” which resulted in several casualties.
He drew attention to the ongoing repression faced by Southern Nagas, referencing tragic events, such as the deaths of students in 2010 during his return to Somdal. Concluding his address, Muivah affirmed the invaluable dedication of Naga individuals and thanked them for their support in the enduring political struggle for Naga rights.
He accused the governments of India and Myanmar of labeling Naga nationalism as “secessionist” to justify prolonged militarization and oppression, vowing to remain steadfast. Muivah recognized the efforts of various human rights and political activists within the Naga community, commending their resistance against oppression and repression.
