GANGTOK, September 21 (IPR): An outreach program focusing on the dissemination of new generation GST reforms was conducted today at Chintan Bhawan. This initiative was jointly organized by the CGST and Central Excise Commissionerate in Siliguri, Government of India, alongside the Commercial Taxes Division of the Finance Department, Government of Sikkim.
During the event, Joint Commissioner of CGST Siliguri Commissionerate, Dr. Nirmal Joy, presented details from the recent 56th GST Council Meeting held on September 3 in New Delhi. Chaired by Finance Minister Nirmala Sitharaman, the meeting announced the ‘Next Generation GST Reforms,’ which were highlighted in the Prime Minister’s Independence Day speech in 2025.
The primary objectives of these reforms include streamlining GST slabs to lessen the financial burden on citizens and facilitate easier compliance. Dr. Joy’s presentation spanned various reforms, outlining significant alterations in GST rates, sectoral adjustments, and relief measures in health, insurance, and agriculture. Notably, GST has been waived on all individual life and health insurance policies, and the rates for 33 lifesaving drugs have been cut from 12% to nil, with three drugs moving from 5% to zero. Furthermore, the GST on medical devices has been reduced to 5%, and the rate for tractors and farm equipment has dropped from 12% to 5%. The presentation also discussed how these reforms benefit the MSME sector.
Dr. Joy elaborated on procedural reforms aimed at enhancing trade facilitation. These will include implementing GST refunds for low-value export consignments and establishing a simplified registration GST scheme for small and low-risk businesses effective from November 1, 2025. Additional changes discussed include amendments concerning intermediary services, clarity on post-sale discounts, and an exemption for small taxpayers regarding annual returns. He concluded with an overview of the anticipated impacts and advantages of these new reforms.
Joint Commissioner of the Commercial Tax Division, Dorjee Wangchuk, also shared insights regarding the implications of rate rationalization on input tax credit (ITC). He noted that manufacturers and importers of pre-packaged goods could revise sale prices on existing stock due to the recent changes in GST rates. The dialogue included recent advisories from the Department of Consumer Affairs, highlighting adjustments to policy guidelines.
The program concluded with an interactive session, moderated by Manoj Rai, Commissioner of the Commercial Tax Division, and Dr. Nirmal Joy. Keshab Subba, Additional Commissioner of the Commercial Tax Division, provided the welcome address, while Micum W Targain, Commercial Tax Inspector, delivered the vote of thanks.
The outreach program also enjoyed participation from Assistant Commissioner CGST Mr. PK Das, Superintendent Abhimanyu Maji, and Inspector Pushkar Kumar, as well as various Chartered Accountants, Advocates, and Tax Practitioners, reflecting a strong collaborative effort among stakeholders within the taxation landscape.
