Xi Emphasizes Unity in AI Cooperation, Rejects ‘Cold War Mentality’ at Powerful SCO Summit
Chinese President Xi Jinping opened the Shanghai Cooperation Organization (SCO) Summit in Tianjin on September 1, 2025, urging member states to boost cooperation in artificial intelligence while denouncing a “Cold War mentality.” This summit marks the largest gathering of the SCO to date, bringing together over 20 global leaders, including Russian President Vladimir Putin and Indian Prime Minister Narendra Modi.
As China aims to position itself as a global peacemaker amidst ongoing trade disputes with the U.S., the conflict between Russia and Ukraine, and tensions stemming from the Israel-Hamas situation, Xi emphasized the importance of collaboration. He highlighted China’s substantial investment of $84 billion in SCO member nations and announced support for 10,000 students to participate in Beijing’s “Luban” vocational education program. Xi characterized the summit as an opportunity to embark on a new phase of high-quality development and cooperation.
Prior to his speech, Xi participated in a photo session with leaders including Modi and Putin. He is scheduled to meet with Putin later this week, as the Russian leader remains in China for a military parade commemorating 80 years since World War II’s conclusion. Over the weekend, Xi also engaged with at least ten visiting leaders, among them Turkey’s President Recep Tayyip Erdogan and Cambodia’s Prime Minister Hun Manet. Xi and Modi discussed fostering mutual respect and collaboration, with India’s Ministry of Foreign Affairs stressing the essential nature of a stable, cooperative relationship between India and China for their combined population of 2.8 billion.
While it remains uncertain whether the SCO summit will result in significant breakthroughs in diminishing regional tensions, analysts suggest that improved Sino-Indian relations could bolster Beijing’s global influence. Marko Papic, chief strategist at GeoMacro Strategy BCA Access, noted that this enhancement of ties allows India to access critical intellectual property essential for its industrialization efforts. “Over the long term, the U.S. is losing the propaganda battle to paint China as the trouble-maker-in-chief,” he stated, suggesting that the shift toward a multipolar world is being solidified by these developments.
Henry Huiyao Wang, founder and president of the Center for China and Globalization, noted China’s proactive approach to fostering economic cooperation and peace. He pointed to ongoing efforts to mend relations with India and expressed hope for similar progress between India and Pakistan. Wang asserted that, despite various peace initiatives from U.S. leaders, China’s role could significantly enhance global peace efforts, particularly in relation to the Ukraine crisis.
As the summit progresses, analysts predict it could pave the way for stronger relationships between China and various countries, reinforcing the possibility of a collective security guarantee involving SCO member states. A joint statement from the summit is anticipated following the two-day meeting, with China’s top diplomat, Wang Yi, scheduled to address the media later in the evening.
The outcome of this summit may significantly influence geopolitical dynamics in Asia and beyond, as China seeks a more assertive role in global affairs.
