Between January 1, 2019, and July 31, 2025, Haryana recorded alarming statistics regarding criminal activity, including 6,949 murders, 11,273 rapes (including gang rapes), 23,954 kidnappings, 844 cases of dacoity, 684 crimes against traders, and 8,716 offenses against people from the Scheduled Castes (SC). These figures were presented to the Legislative Assembly on Tuesday during the ongoing Monsoon Session.

During the same period, reports indicated a total of 57,490 crimes against women, which encompassed offenses such as rape, kidnappings, molestation, dowry deaths, and violations under the Pocso Act. Overall, the government noted that 103,018 cases were registered, with a resolution rate of 92.91%, leading to 103,858 arrests.

Chief Minister Nayab Singh Saini, who simultaneously oversees the Home portfolio, addressed these figures in response to inquiries from Indian National Lok Dal (INLD) MLA Aditya Devilal. He emphasized the state’s firm zero-tolerance policy towards crime, granting law enforcement agencies full discretion to uphold law and order.

Saini outlined various initiatives aimed at enhancing public safety, particularly for traders, while modernizing the police force to address evolving criminal challenges. To combat rising crime alongside population growth, the government has bolstered police staffing and established specialized units to tackle serious and emerging offenses.

Key to these efforts has been the creation of a Special Task Force (STF) focused on apprehending hardened criminals. From 2019 to July 31, 2025, the STF arrested 2,482 suspects, including 633 most-wanted criminals, 407 gangsters, and 1,442 individuals engaged in serious crimes. The annual arrest figures have surged from 81 in 2019 to 404 by mid-2025, indicating improved operational efficiency and dismantling of criminal networks.

In 2024 alone, authorities dismantled 405 gangs and arrested 465 most-wanted criminals, along with detaining thousands of proclaimed offenders and bail jumpers. This pattern of aggressive law enforcement has continued into 2025.

The government successfully launched the Emergency Response Support System (ERSS), better known as Dial-112, which integrates ten emergency services, including police, firefighting, medical assistance, and cybercrime help, into a unified platform. A fleet of 630 Toyota Innova Crysta Emergency Response Vehicles ensures rapid responses statewide. By July 2025, the system received over 25 million calls, with about 5.1 million leading to actionable outcomes. The average police response time was recorded at 8 minutes and 3 seconds, with 91.63% caller satisfaction reported.

Women’s safety remains a critical focus, leading to the establishment of 33 dedicated women police stations and the integration of the helpline 1091 with Dial-112. The Durga Shakti app, initiated in 2018, offers immediate police support for women in distress.

On cybercrime, Saini indicated that Haryana is now a national leader in prevention and response. Notable innovations over the past two years have led to a 50% reduction in monthly loss amounts due to fraud by July 2025. The recovery rate of defrauded funds has improved from less than 10% to 45%, and daily arrests of cybercriminals have increased significantly.

To enhance security for traders and shopkeepers, the government promotes coordination with business associations, increases patrols in vulnerable areas, monitors suspicious individuals, installs surveillance cameras, and invests in police training initiatives.
