
Tripura’s Bold Move: New Witness Protection Scheme Enhances Safety Amid Reforms
Tripura Chief Minister Manik Saha announced on Sunday the implementation of a Witness Protection Scheme designed to enhance the safety and confidence of witnesses, which is vital for justice delivery. This initiative aligns with a broader transformation of India’s criminal justice system. Saha emphasized the state’s dedication to executing three new criminal laws-Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA)—which took effect on July 1, 2024, under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah.
“These laws replace outdated colonial-era legislation and usher in a modern, citizen-centric, and technology-driven approach to justice,” the Chief Minister stated. He noted that the new legal framework fills critical gaps by incorporating offenses, such as terrorism and mob lynching, that previously lacked clear legal definitions.
“Organized crime, crimes against women and children, and cybercrime will now incur stricter penalties. This signals a significant shift toward a more justice-oriented framework,” he added. On March 16, 2025, a high-level meeting in Guwahati, led by Amit Shah, aimed to assess the preparedness of Northeastern states for implementing the new laws.
Saha indicated that the state engaged actively in the meeting, identifying areas for improvement and receiving guidance from the central government. He affirmed that these reforms strive to make justice timely, transparent, and more accessible to the public.
Regarding the Witness Protection Scheme, Saha explained that witness cooperation is often undermined by societal stigma and fear. “This scheme aims to provide a secure and supportive environment, thereby reinforcing the judicial process,” he remarked. He also stressed the importance of inter-departmental coordination among stakeholders for effective implementation of the new laws.
The Chief Minister described a comprehensive approach to justice that includes improving evidence collection and ensuring swift medical assistance for victims of rape. New regulations require the Health Department to produce reports within seven days in such cases, and victims will receive treatment at no cost.
Reassuring the public, Saha stated, “Law and order in Tripura is currently stable, and we are committed to strengthening it further.”
