India on the Brink: UN Report Reveals Population Soars to 1.46 Billion by 2025 as Fertility Plummets Below Replacement Rate

India’s total fertility rate has dropped to 1.9 births per woman, now below the replacement level of 2.1, according to a recent United Nations demographic report. This finding, highlighted in the UNFPA’s 2025 State of World Population (SOWP) Report, titled “The Real Fertility Crisis,” emphasizes the critical need to address unmet reproductive goals rather than invoke alarm over declining birth rates. The report argues that millions lack the ability to achieve their desired reproductive choices, framing this lack of reproductive agency as the real crisis facing the nation.

India’s population is projected to reach 1.46 billion by 2025, solidifying its status as the world’s most populous country. Despite the falling birth rate, India boasts a youthful demographic, with 24% of its population aged 0-14 and 17% aged 10-19. Approximately 68% are of working age (15-64), suggesting a potential demographic dividend that could contribute to economic growth, provided there is adequate employment and supportive policies. Conversely, the elderly population is currently at seven percent but is expected to rise as life expectancy improves-projected to be 71 years for men and 74 years for women by 2025.

This demographic shift comes amidst a backdrop of significant changes in reproductive health and women’s rights. In 1960, the average Indian woman bore nearly six children, with limited access to education and contraception. Today, the average has decreased to about two children, thanks in part to enhanced educational opportunities and healthcare access. However, deep-seated inequalities persist across states, castes, and income groups, complicating the narrative of progress.

“India has made significant strides in lowering fertility from nearly five children per woman in 1970 to about two today,” stated Andrea M. Wojnar, UNFPA India Representative. “These advancements have contributed to a notable reduction in maternal mortality, allowing millions more mothers to raise families and strengthen communities.” Yet, she emphasizes that true demographic prosperity hinges on ensuring everyone has the freedom and means to make informed reproductive choices.

The report also indicates that India’s population will likely grow to around 1.7 billion before it eventually starts to decline about 40 years from now. Behind these statistics are the personal experiences of millions-couples navigating the decision to expand their families and women grappling with limited reproductive choices.

The report calls for a paradigm shift, urging stakeholders to focus on empowering individuals with reproductive agency. This entails improving access to education and healthcare while also tackling societal inequalities. As India stands on the precipice of significant demographic change, the opportunity lies in aligning reproductive rights with economic development to foster a more equitable society.

Published on June 10, 2025, the UN’s insights present not just numbers, but also a call to action for policymakers, healthcare providers, and society at large to recognize and address the underlying issues affecting reproductive health in India.
