Govt to Empower Indigenous Citizens with Arms Licences in Remote Areas

In a landmark decision announced on May 28, the government of Assam will soon permit indigenous citizens living in vulnerable and remote areas to obtain arms licenses. This initiative is designed to empower local communities amid growing concerns regarding cross-border infiltration and security threats, according to Chief Minister Himanta Biswa Sarma.

Sarma emphasized that the policy aims to address the fears faced by indigenous populations, particularly those near the Bangladesh border who live in constant worry of violence and encroachment. “This Cabinet decision is to ensure that residents in vulnerable areas-where population density is low and government presence is limited-can legally acquire arms for their protection,” he stated during a press conference after a cabinet meeting.

The Chief Minister clarified that the issuance of licenses would extend beyond mere border districts to include any areas identified as “vulnerable” by the government. He noted that places such as Dhing and Rupohi in Nagaon, as well as remote locations like South Salmara, would qualify. Even neighborhoods within Guwahati, like Hatigaon, could be deemed vulnerable, reflecting a demand that has persisted since the Assam Agitation.

Eligible indigenous residents from several districts, including Dhubri, Nagaon, Morigaon, Barpeta, South Salmara, and Goalpara, will be able to apply for licenses, but only after meeting strict verification requirements. “Let me be clear, the government is not buying guns for anyone. We are simply issuing licenses to those who fulfill set criteria, such as being original inhabitants, possessing a clean criminal record, and passing thorough police checks. Final approval will rest with the Deputy Commissioner under the Indian Arms Act,” Sarma added.

Reflecting on historical grievances, Sarma remarked, “Had we adopted this measure during the Assam Agitation, many might not have been forced to sell their land and leave their homes. Past disempowerment led to land alienation, but now the community themselves are demanding this measure. Villagers have told me, ‘Give us arms licenses or we will be forced to abandon our land.'”

This new scheme is set to ignite discussions among political and civil society groups, particularly concerning issues of arms proliferation and the balance between self-defense and law enforcement. Addressing potential concerns, Chief Minister Sarma assured that this initiative would be a measured approach to alleviating the longstanding insecurities that border communities face.
