Transforming Assam: How the Bodo Peace Accord Heralded Lasting Harmony, Says ABSU President
The implementation of the Bodo Peace Accord 2020 has fostered significant peace in Assam over the past five years, according to Dipen Boro, President of the All Bodo Students Union (ABSU). He stated that this landmark agreement has led to the disarmament of militant groups and their reintegration into society, making way for a new era of stability and development in the Bodoland region.
In a recent interview with ANI, Boro highlighted that the Union Government has successfully enacted the core provisions of the accord within five years, although some components remain unfulfilled. “Peace came after the accord. All groups laid down their arms and joined the mainstream. The Government of India had committed to implementing the main provisions of the accord in five years, and it was achieved successfully. Certain aspects are still pending, and it remains the promise of the Prime Minister and Home Minister to ensure these are implemented in a timely manner,” Boro explained.
The Bodo Peace Accord was formalized on January 27, 2020, when the central government signed a tripartite agreement with representatives from various factions of the National Democratic Front of Bodoland (NDFB) at the Ministry of Home Affairs. The Bodo community has sought a separate state of Bodoland for half a century, a movement that has historically been marred by violence and loss of life.
Previous attempts to quell unrest included the establishment of the Bodoland Autonomous Council in 1993 through an agreement with the Union government, which failed to curb violence from various Bodo militant factions. Further negotiations in 2003 resulted in an agreement with the Bodo Liberation Tigers, which led to the formation of the Bodoland Territorial Council (BTC) and the delineation of Bodoland Territorial Area Districts encompassing four districts.
During a public meeting earlier this year, Assam Chief Minister Himanta Biswa Sarma celebrated the fifth anniversary of the Bodo Peace Accord, acknowledging its predecessors in 1993 and 2003. He asserted that the 2020 Accord signifies a transformative phase for the region. Sarma emphasized the profound cultural heritage of the Bodo community, underscoring its significant contribution to the state’s historical narrative.
Additionally, the Chief Minister pointed to the central government’s plans to introduce the 125th Amendment to the Constitution to facilitate full implementation of the Accord. He expressed optimism that the region is evolving beyond its tumultuous past, with present discussions prioritizing infrastructure development, educational initiatives, and overall growth.
As the Bodo region continues to stabilize, the commitment from both local and national leadership remains crucial in ensuring the Accord’s successful implementation, paving the way for a peaceful and prosperous future.
