Government Revitalizes Rural Blooms: Union Cabinet Approves Vibrant Villages Programme-II for Tripura and North Eastern States
The Indian government has approved the Vibrant Villages Programme -II (VVP-II), a Central Sector Scheme aimed at comprehensive development of villages located in the international borders (ILBs) of various states.
According to a report, the programme aims to create better living conditions and adequate livelihood opportunities for the residents of these villages, ensuring prosperous and safe borders. The initiative is part of the government’s vision for ‘Safe, Secured & Vibrant land borders’ by 2047.
The programme will be implemented in select strategic villages of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, and other northeastern states, as well as some states in the west and north. A total of Rs. 6,839 crore has been allocated for the programme, which will be implemented over the next five years until 2028-29.
The programme will provide funds for infrastructure development, value chain development, border-specific outreach activities, education infrastructure, and tourism circuits. It will also create diverse and sustainable livelihood opportunities in the border areas, aimed at assimilating the border population with the nation and inculcating them as ‘eyes and ears of the border guarding forces’.
The interventions will be tailored to each village and will involve a collaborative approach to prepare village action plans. The government aims to achieve saturation in existing individual and household-level welfare schemes in the identified villages through convergence.
A High-Powered Committee will consider relaxations in schematic guidelines for effective implementation of schemes in the border areas. The programme will also ensure all-weather road connectivity, telecom connectivity, television connectivity, and electrification in the identified villages through convergence under existing scheme norms.
The programme aims to saturate all villages in border blocks in four thematic areas – all-weather road connectivity, telecom connectivity, television connectivity, and electrification. It is expected to contribute to the nation’s internal security by creating a strong network of village-level informants.
The government hopes that this initiative will help create a sense of ownership among the villagers and encourage them to be vigilant about security threats.
