Outrage Unleashed: Farmers’ Forums Furious Over Sharp Entry Fee Hike at Kakkayam Ecotourism Spot

The recent decision by the District Forest Development Agency to raise ticket prices at the Kakkayam ecotourism centre in Kozhikode district has sparked discontent among local agricultural groups. Notable among the dissenters are the We Farm farmers’ movement and the Kerala Independent Farmers Association. They contend that the fee hike has become an annual tradition, proceeding without corresponding enhancements in the facilities available to visitors flocking to this scenic upland location. Previously priced at ₹50 per person, the entry ticket is now ₹60, a change implemented at the behest of the District Forest Development Agency to boost the site’s yearly revenue. Officials from the Forest department have justified the increase as necessary to offset rising maintenance costs.

However, this rationale has not been well-received by the protesting farmers, who are supported by the Congress party. They argue that the increased charge offers nothing new in terms of tourist infrastructure. Instead, they allege, it aims to deter tourists by inflating access costs and to gradually exert control over the 14-kilometre area surrounding Kakkayam by limiting public access. A. Johnson, a local protest coordinator, emphasized this point, saying, “We are ready to accept the fee hike if the Forest department is doing something constructive for the welfare of tourists who visit the spot. Nothing beneficial is done for the tourists other than just revising the entry ticket fee every year.”

The tensions underscore a larger issue of development versus conservation, with local stakeholders demanding transparency and improvement in ecotourism offerings as a condition for fee increases. The farmer organizations plan to challenge the fee revision legally, arguing that without adequate tourist amenities, the hike lacks justification. They argue that the move is more about revenue generation than enhancing tourist experiences.

As the conflict escalates, there are indications that the farmers may escalate their protests, potentially disrupting local economic activities if their demands are not met. Johnson noted that an indefinite strike could be on the horizon if the authorities do not address their concerns. This situation presents a complicated conundrum for the Forest department, which must balance the need for financial sustainability at tourism sites with the concerns of local communities who feel marginalized by these policy decisions.

In the broader context of ecotourism in Kerala, the situation at Kakkayam highlights the often delicate balance between environmental protection and community involvement. Effective ecotourism strategies typically necessitate careful planning and collaboration with local stakeholders, ensuring that tourism development benefits both the environment and the local population. As the district navigates these challenges, all eyes are on potential negotiations that might bring a balanced resolution to this impasse, ensuring sustainable tourism management that aligns with the interests of all concerned parties.
