Rajya Sabha Passes Immigration and Foreigners Bill, 2025 Amid Opposition Protests

The Rajya Sabha on Wednesday passed the Immigration and Foreigners Bill, 2025 by a voice vote, rejecting amendments proposed by the Opposition. The bill aims to streamline and make transparent the processes related to entry, residence, and travel in India, as well as regulate all matters concerning foreigners and immigration.

Union Minister of State for Home Affairs Nityanand Rai defended the bill, stating that the old law was weak and scattered, necessitating the creation of a new law to incorporate related laws. Rai emphasized that the bill would strengthen internal security and the economy, laying a foundation for the country’s development by 2047. He also dismissed allegations that the bill would create an atmosphere of fear, saying it was designed to expel foreigners involved in anti-national activities and ban their entry into the country.

The Minister added that the bill would monitor the activities of every person coming into the country, making valid documents mandatory for entry. While welcoming individuals who come to promote research and development, Rai emphasized that those engaging in anti-national activities would not be allowed to stay in the country. He also highlighted the importance of information and monitoring, stating that every person entering the country would be under scrutiny.

The Congress criticized the Modi government for fostering fear and discriminating among individuals. Congress MP Abhishek Manu Singhvi argued that the bill would instill fear across the country, violating fundamental principles of the Constitution. He claimed that the bill granted excessive powers to immigration officials, enabling discrimination and arbitrary deportation of foreigners.

Singhvi also raised concerns that the bill gave immigration officers unchecked authority, with no provision for appealing their decisions. He warned that the bill posed a threat to India’s democratic system, both in its current form and potentially in the future, where it could impact Indian citizens as well.

With the passage of the bill, the Lok Sabha has also approved the legislation. The move has sparked concerns among rights activists and opposition parties, who fear the bill will lead to a rise in xenophobia and discrimination in India.
