According to the faculty members, one of the most pressing issues is salary discrimination. This includes a significant salary gap between tribal and non-tribal employees, with tribal employees holding NET and PhD degrees earning less than non-tribals recruited as assistant professors or professors. Moreover, staff members who earn PhD degrees from the Rajiv Gandhi University (RGU) are paid less than those with a degree from mainland India.
The faculty members also raised concerns over alleged discrimination in paying house rent allowance, traveling allowance, provident fund, and dearness allowance. They claimed that only a few employees receive such benefits, while local tribal faculty members are left out. Furthermore, there are arbitrary delays in disbursement of salaries, which contravenes the fundamental rights enshrined in the Constitution of India, Article 14 (Right to Equality), Article 21 (Right against Exploitation), and the Prevention of Atrocities Act, 1989. The faculty members added that such discrimination also undermines the guidelines framed by the University Grants Commission (UGC).
The APPEIRC team member emphasized that the commission has advised the HU authorities to address the issues raised by the faculty members and suggested finding a practical solution while considering everyone’s interests. The team member also noted that most private colleges and universities have the same salary issues, and the commission is pressuring them to address these issues properly.
