Tripura Budget Session Paralyzed as CPM Boycott Over Speaker’s Controversial Role
The budget session of the Tripura Legislative Assembly continued on Thursday, March 27, without the presence of the Communist Party of India (Marxist) (CPIM), following a heated confrontation earlier in the week. The opposition party accused Assembly Speaker Biswabandhu Sen of procedural misconduct, escalating tensions in the House.
The dispute erupted on Wednesday when the opposition parties walked out of the Assembly after Speaker Sen refused to entertain a privilege motion filed by CPIM, allegedly due to an alleged racial slur by Parliamentary Affairs Minister Ratan Lal Nath against Leader of Opposition Jitendra Chaudhury. The motion was rejected, and the Speaker prioritized the minister’s filing over the opposition’s, leading to a deepening divide.
CPIM members protested vehemently, leading to the Speaker’s decision, and Chaudhury described the incident as the “darkest chapter” in the Assembly’s legislative history. The opposition party’s leader has also accused the Speaker of mishandling the situation and failing to maintain the sanctity of the House. In an attempt to defuse the situation, Chief Minister Manik Saha appealed to CPIM to return to the legislative proceedings, but the opposition remains steadfast in its boycott.
The budget session, which began on March 21, is set to continue until April 1. The political standoff has raised concerns about the effectiveness of the Assembly’s functioning and the commitment of the ruling party to maintaining democratic norms. The CPIM’s continued boycott may further disrupt the legislative proceedings, putting the government’s ability to pass key legislation at risk.
The CM’s efforts to engage with the opposition party and resolve the impasse are testing his leadership and the government’s ability to work with the opposition. The development is a clear indication that the budget session is fraught with controversy, and the outcome is far from certain.
